In this letter P3Eco make a number of surprising claims and statements, including:
- The Council, landowners and the private sector would enjoy the benefits of the long term growth in value which they expect to achieve from the development.
- They were in discussions with a company called Landform, to be their development partner.
- P3Eco's role would be to "provide or procure the funding for the planning phase initially and then for the longer term development".
- P3Eco had "earmarked funds from a number of sovereign funds keen to take part in politically significant strategic projects in the UK of this type" and that they would let Cherwell Council have (in confidence) "the necessary proof of funds."
- P3Eco and the Council all agreed that "exemplary public consultation would be an essential part of the process".
By early 2012 it is clear that there has been NO public consultation (exemplary or otherwise), P3Eco does NOT have earmarked funds to take the project forward, and they DO NOT have a development partner for the whole site.
